Housing and HMO Standards

Raise housing standards and extend HMO controls across Burnley.

Everyone deserves a decent, safe home. The vast majority of landlords are fair, but a minority let properties slide below any reasonable standard, and it is neighbours and tenants who pay the price.

The problem

Uncontrolled conversion of family homes into houses in multiple occupation (HMOs) can change the character of a street quickly, and where standards are not enforced it drags a neighbourhood down with it.

Burnley has introduced Article 4 controls, which let the council regulate that conversion, across nine of the borough’s fifteen wards. Six wards still have no protection at all.

What we are campaigning for

Reform councillors, including Cllr Liam Thomson, have pressed to extend Article 4 protection to the wards that currently have none, so the same standards apply right across Burnley rather than stopping at an arbitrary line on a map.

We back decent housing standards and stronger action against the small number of landlords who let properties fall below them.
